When trying to setup a new Button Device rule there are no options to define the actions. No one else has experienced this since the last update?

I think you selected "button" instead of "button device".
I tried both and they seemed to work, although I noticed at one point the web page flickered, and I thought it was hung, but it did display the proper options after a split second.
Show the device page for that device.
Custom driver, right? It's not set up to present the number of buttons, which is needed by RM to know how many buttons it can run actions for, and what each button can do. That's a switch, not a button device (unless the driver has button capability added to it).
Show link to the driver. Nevermind, found it. This driver is not setup right as a button device. It is not setting the numberOfButtons attribute.
You might try hitting the Save Preferences button on the device page, and see if that populates that attribute. There is code in the driver to set it.
