Unable to connect ANY devices

Windows setting...?

I saw that one in a couple of places but IIRC the Windows rep said that it wasn’t a Windows message - to be truthful it doesn’t look like one of Microsoft’s as they are pretty rigid with their event and error message formats.

Nope, just a web browser connected from your computer to the Hubitat Hub, as mentioned by @hydro311.

You're in the Hubitat Help web pages.

Once you browse to http://10.0.0.176, you should see something that looks like the following. Simply click on DEVICES in the left hand plane, and then click ADD DEVICE. Hopefully, this gets things going.
