Perhaps just get a battery one and use a battery eliminator to connect the unit to USB or a suitable external power supply.

There's no law regarding that so no need to worry about it. Mains powered smoke alarms are fitted during new electrical installations and maybe during alterations in order to meet the current IEEE regulations. If your existing electrical installation pre dates a requirement in the electrical (or building) regulations, there's no requirement to fit one and if you do it can be anything you like.
In Scottland they require all smoke detectors to be interlinked (they also mandated that every home have them even if they didn't have smoke detectors prior as well as replace their existing battery ones). When this was announced in 2021 it was pretty controversial because of the costs, especially to pensioners. There has been talk about enacting that in the rest of the UK in the next couple of years but I'm not sure if that will happen. Except for Nest connects I've not seen any battery operated interconnected units. (I'm sure they exist, probably kiddie and what have you)

That's just never going to be enforced. I'm no longer up to date with the regulations as I cancelled my NICEIC registration some years ago. Whether this requirement falls under the BS7671 IEEE Wiring regulations or Building Control regulations it won't be required for any existing work.
The way it works here with the wiring regulations, is that all new work has to meet the current edition of the regulations (and amendments where applicable) regardless of the age of the installation. Likewise if we do an electrical condition report, the existing installation is tested against the current edition. New work may require updating of parts of an installation to make the new work compliant, however there's no requirement to bring an installation up to the current standard otherwise - we'd constantly be having to update. I regularly go into homes and find old style plastic consumer units with rewirable fuses, no RCD (GFI?) protection, no smoke detectors, no bonding to incoming gas and water supplies etc.
Similarly for building regulations, my home won't comply with the latest regulations regarding insulation, glazing, noise etc but there's no requirement to do anything about it.
That said, yeah here in PA locally they required me to have all new interlinked hardwired Smoke/Co.... My local inspector approved the nest so I didn't have to do 14/3 romex.
I've just had a look at the requirements and it's not as bad as it seems;
- Smoke alarm in the most used room
- Smoke alarm in every hallway and landing
- Heat alarm in the Kitchen
- CO alarm in any room with a fuel burning appliance
- All smoke and heat have to be interlinked (not required for CO)
Importantly though they can be mains powered or battery (so long as the battery is sealed in/non replaceable type) and the interlinking can be wireless.

You could do what I do, use what ever one you want then use an Ecolink Firefighter next to each one.
Can the nest fire and co sensor integrate with HE so that if motion is detected I can also use these as sirens?
No.... I am not aware of any smoke/co detectors that can do this. Like I said, I have nest protects throughout my house. These do not integrate directly into hubitat. For that I use ecolink firefighters that integrate into HE. They recognize the sounds of smoke and co as they are on a standard. They will trip the rules and they are very very reliable. There are sirens that can be hooked up to HE and they can be tripped by any sensor you set up.
These are great in the US and Canada because the sound frequency and pattern emitted by smoke and CO detectors is standardized by UL.

I live in the UK and have three Tuya fire alarms fitted. Unless you are personally building the house today, battery ones are absolutely fine and a damn sight better since they'll work if you have a power failure and a hardwired one will die the instant the power goes down. Shortly followed by the meatbags involved.

It should be possible actually to get these working under the Tuya Wi-Fi driver on hubitat. I've not looked for zigbee ones, if they're about they're a better bet...
They have 3 different batteries, two of those big 18*** cells in the alarm and one in the base. Supposed to be good for 5 years so will probably outlive me..

I have three of the Moko alarms fitted. Hall, bedroom, and kitchen. But then it's a one bedroom flat.
The hard wired ones here are required to have battery backup.
