I have a hub running at home. I want to change my Dad over to Hubitat as well. Hes down the street. Does it make a difference if i registered the hub under my same account or is it better to do it under a separate account.
Not sure how the the dashboard would work in either case as i would manage the devices on the same Android phone.
It depends... are you going to sign up for the Hubitat protection / remote access services and manage both hubs? If so then bring the hub under your account.
Another approach is to create an account based on the address not the owner and also set up a gmail (or other) account based on that address as well. The idea is this makes it very easy to transfer to a new homeowner.
Dashboards will be separate in any case unless you do some more involved technical things.

In regards to the dashboard. Is there any way to change the name under the dashboard icon from Hubitat so i can distinguish the two locations
For remote access one subscription is needed. For Hub Protect you need a subscription for each hub.

On my android phone for the dashboard i have an icon labeled Hubitat. I assume when i get the other hub running ill have another icon labled same thing. Other than the location of the icon on my phones screen how do i differentiate the two if i cant change the default icons name from "Hubitat"
If you are referring to the Hubitat App, I don't expect you will be able to distinguish between the hubs (at the moment), aside from the options to select a different hub inside the app. Equally, if it is Chrome and connecting to different hubs, that will likely cme down to what Chrome or the browser you are using will support, not Hubitat. I'll admit that only absolves Hubitat of responsibility, rather than a solution.... But can't think of one myself....
You can have separate links to each dashboard on the home screen if you want. Note this is NOT the hubitat app itself.
