I'm not aware of any WR smart outlets.
If suitably protected by a good weather-proof in-use cover, then I (myself) would have no issues putting this outside. But I only use all-metal in-use covers (plastics don't hold up well in my neck of the woods), so that would make it a no-go for me due to reception issues.
For exterior applications, the dongle-style extension plugs are a better choice in general.
