Is there also a trigger that triggers weather and temperature without having a temperature sensor?

You could use one of the various community weather apps/drivers. Personally, I use the OpenWeatherMap driver (HE supported and built) set to poll every 15 minutes. I can then trigger off of weather changes with it. You will need to get an OpenWeatherMap API key though (it's free) (Weather API - OpenWeatherMap)
