Is it possible to control the TP-Link Kasa HS300 outlet strip with Hubitat?

Yes, the built-in Kasa integration should support it (unless they've silently released a Matter variant like they have for some other products, in which case it should still be do-able, though perhaps not built in at the moment).

I believe the Kasa uses Wi-Fi. I have no Wi-Fi devices on Hubitat at the moment. Will this require a C-7 or C-8 hub?

Either C7 or C8 should be fine.
