Please reboot your hub, and see if this persists. In my testing, it was fixed. We will look into it.
We suspect this may be a UI issue only, and that your automations based on sunrise or sunset should work correctly. Please let us know...
When I got home from work today it was now showing the correct time (6:13 PM).
As for the original issue it's not just a UI issue, I just created a new rule, set time to 6:40pm and after saving it displays the time as 7:10pm. The logs show the rule running at 7:10pm
I'm told this fix is in the upcoming 2.2.4 release.
