Since smartthings has an existing integration with harmony, if you link a ST hub with your HE hub using hubconnect and create virtual switches on the ST hub, you could configure the harmony buttons to toggle your ST virtual switch, which will then update hubconnect virtual switches on HE, then you could create RM rules to toggle the actual lights when the virtual switches turn on/off.

I haven’t used my ST hub in a long time now, but I’m pretty sure I was able to assign ST devices to the harmony home control buttons.

That's what I do. Works great.

Harmony will integrate with SmartThings, a Lutron Bridge, a Hue bridge, lifx bulbs, Honeywell and Ecobee thermostats, and August locks. Maybe some other things, too. Not sure.

I use the home control buttons to control lights via my Hue bridge. I've also done it via SmartThings, but I threw my ST hub in a drawer a while back, so that's not really an option any more.
