Strange behavior with this Button Rule for a Lutron Keypad...

Up volume works on button 19 but down volume does not work on button 18? The rules are exactly the same other than one raising and the other lowering.
Controlling volume directly from the Sonos device is working.
Addendum: on button 18 "Start lowering: Bar Ceiling Recessed" when Bar Dimmer Control is On isn't working either. I can do the actions on button 19 (raise volume or dimmer, depending) but not on 18 it seems.
