I had the same issue. It wouldn't join my C7 on channel 25, but did join my dev C7 on channel 19, but not sure if that's the core issue. I triple checked my firmware flash, but it never joined
I had to hold down the button while inserting it into the usb power supply. I have 5 of these. 2 on channel 19 and 3 on channel 24. I’m using the dev firmware.
Or, if that doesn’t work, they are supposed to be in pairing mode as soon as the firmware is flashed. I originally just paired them immediately while they were still plugged into the computer.
I'm going to try flashing it again and then trying to pair immediately w/out doing anything. I tried that the first time I flashed it, but we'll see if another try makes it work.

Moved it to the kitchen cabinet where I have the other dongle plugged in and going to bed happier than I expected. Thanks for all the help, your suggestions got me to keep trying.
When pairing Zigbee devices, I start with them about 20 feet away from the hub and in direct line of sight. I then start pairing on both the hub and the device. I then start walking toward the hub. Usually, by the time I get to about 10 feet from the hub, the pairing is completed. Although it might pair with the device stationary, it seems to me that the movement towards the hub seems to work better. The antennas has strong lobes and weak lobes, so movement insures data gets transferred between stronger lobes.
Although that's a good idea, I'll usually wear a mylar blanket to drown out the radio waves from my amalgam fillings, with my left hand covering the bottom half of my right earlobe with a ground strap on my right ankle...works everytime
I know what you mean...it is funny how these situations are fraught w/opportunities to define actions that may be totally unrelated to eventual success.
I have no idea if any of my actions, the channel change, or pressing the reset button when inserting, or reflashing the dongle, or starting pairing first on the hub and then pushing the button had any real impact on my final success. Maybe it was just finally dumb luck that made it work. I know that I am NOT going to remove and try to re-pair it to try to figure that out.
I really think it was that the moon was temporarily covered over by clouds and that was what fixed it.
