As per the screenshot, setting up a Repeat action to be implemented with a delay results in the Repeat RM action, but not the Delay action. Changing the Stop repetition and Cancel action switches has no effect.
+1 I assumed this may not be a valid option @bravenel? I tried a test with a delay set and it didn't delay so I'm thinking it's broke or not supposed to be an option. Would setting a delay actions for 60 minutes not work for you before the repeat?
I just created this rule, and that is the way I have it currently configured in the absence of a working implementation as per my previous screenshot. Thanks for confirming + tagging Bruce.

The bug is that it is allowing you to specify a delay. It should not allow that.
