I don't see that you've tried to telnet into Lutron yet. Please do this. This has nothing to do with Hubitat hub, only to confirm that telnet is actually alive on the Lutron side and reachable via your LAN.

Thanks to your help I located an issue on the router that was causing the Hubitat from reaching the Lutron. After clearing that, I re-initialized on the Lutron Telnet device page and the service came online.
