Does your laptop have a PCI-e slot? (I suppose you could be using an external Thunderbolt enclosure, but other than that, it's pretty unusual...)
But to answer your actual question, I've never seen anyone mention this product here, so I'd doubt it. Given that it's Wi-Fi, I also doubt that it would work with any in-box driver, and it's quite likely (like many Wi-Fi devices) that there is no open or documented API, and probably not any reverse-engineered one, either. It does say that it supports Alexa, GH, and IFTTT, so you could probably use a workaround (e.g., virtual switches) to get some functionality into Hubitat that way. But it will be cloud dependent, likely difficult to get status out from the device, and all-around undesirable--but not impossible.
I'm not sure exactly what you're looking to "automate" with your laptop, but you may find Wake on LAN (there's at least one way to get Hubitat to do this) to work better for turning your laptop on, and maybe some software-based "hook" to shut it down (not as familiar with that but seems like it should be possible...) if that's also something you want to do and can't do it yourself via, say, a VPN and Remote Desktop.
What I basically want to do is shutting my laptop down via voice control and close all programs beforehand. I've seen that there are programs for that, like push2run, but I would need IFTTT to use those.
Remote Desktop could be an alternative, but for this I would need Windows 10 Pro.
Here is the situation I have and what I want to do; I got a laptop with a broken screen and Windows 10 Home, which I want to hook up to a TV to build myself a costume SmartTV. I'm not that interested in changing channels by voice etc.. All I'm interested in is in turning everything off, when I go to sleep. Pretty basic, but more than enough for me.
