Can be smart or not

I was looking for something very similar. The only 1gang 2pole switch that I found is the Zooz double switch:

Is both dimmable for LED lights
No. The top is dimmable. The bottom can control another physical device (on/off) or can be be used as a smart button. It does have push, hold. double tap, and release. So you could use a smart bulb and set up some kind of dimming. I'm not sure how intuitive that would be though.
If it doesn’t have to be smart, then why not use the Lutron Maestro dual dimmer that is in your picture?
a few say it works more say does not or flickers
Lutron has a list of LEDs that work with their dimmers. If you stick with that list, you won’t have any issues.
