Okay, I'm sure this is pilot error (newbie) but can anyone tell me why this rule isn't working? I don't have any restrictions set and it looks pretty straight forward to me...

Also looking at the Location/Modes page, It appears that the Sunrise and sunset times are changing and correct.
All of my time based Simple Lighting rules seem to be working.
Look at the app Events, from that button at the top of your lower screenshot above.
This is what I am seeing:
For my timed Simple Lighting rules, I see dates/times when the rule was executed.
I went into the logs section and selected my rule:
When I select "info" this is what I see:
