I am having trouble pairing this bulb to the dash board. I did the factory reset power on/off 10 times and it starts to blink. I tried to pair it via while it was blinking and also turn it off and then on to pair it and the dashboard cannot find.
First, my "dashboard," I assume you mean the regular Hubitat admin UI and not literally Hubitat Dashboard. Not trying to be picky; just want to make sure you're in the right spot in Hubitat to add this: either "Discover Devices" from the three-dots menu or the "Discover Devices" button when viewing the "Devices" list in the admin UI. I assume you're also choosing "Zigbee" pairing (e.g., don't choose "Iris V1 Pairing" since that is only for a few specific devices).
Assuming all of that is correct, then here are a few questions that might help:
how far is the bulb from the hub, and are there any repeaters in between? (if it's far away and the answer is "no," that could be a problem for both pairing and regular use; most powered devices like switches, dimmers, and smart plugs are repeaters if they are Zigbee)
any other smart bulbs on this network besides Sengled? (Sengled is odd in that they aren't repeaters like most powered Zigbee devices, but lots of other smart bulbs that are happen to be bad repeaters and can cause problems for either pairing, regular use, or both.)
how many total Zigbee devices, and how many repeaters? (Hubitat supports 32 directly-connected Zigbee "end devices," meaning non-repeaters, but repeaters--each of which also have their own, usually much smaller limit--extend this capacity, so you'll need some for more than that.)
Other than that, it sounds like you've got the reset procedure working correctly, and if the bulb you linked to is the exact one you're using, it is Zigbee (they also make Wi-Fi versions, so verify that too, I suppose) and should work with Hubitat.
yes it is from the discover devices page, and I am using the zigbee button. Sorry brand new to Hubitat from smartthings, so the lingo is still new to me. But these did work in Smartthings for me before the switch.
The bulb is less than 15ft away from the hub, same room.
Yes there are a few other bulbs but they are zwave bulbs that paired up just fine. But not Sengled
I have 4 other zigbee devices paired up currently.
I am running out of ideas how to get these paired, i tried 2 out of the 4 that are meant to be in the masterbed room.
No issues of getting them paired up I had to reboot the hub. But the only issue I have and living with is that when I turn them off via switch and turn them back on they go to level 100. I wish I could have them at level 1 all the time.
Two of three paired to the C7 right away. Resets on the third one hasn't helped. May wait for the network to calm down a bit before trying to add the third one again. Trying not to use the sengled app.
You need to power cycle them 15 times to reset them and they’ll join every time. Don’t know why Sengled even bothered with the 10 cycles to enter pairing and 15 to reset. The 10 cycles almost never works, but the 15 cycles always does.

I'm trying to avoid using the sengled app (i do have some sengled wifi bulbs through Alexa). Setting color looks to be a bit tricky to know the specific settings in the HE Bulb config. Another project to look at over the break on how to set/change colors on these bulbs.
Just to be certain you're not misunderstanding, the bulb the OP linked to is Zigbee. The bulb you linked to is WiFi and doesn't apply to this conversation about pairing.
I know im flooding this thread. Setup is with 3 of these br30 bulbs in recessed cans in the basement on a single dumb switch.
I can't get one of the locations to sync. Have rotated the bulbs to see if it was the bulb, different bulb doesn't work in the one location, but works in the other spot. Thinking of adding a repeater, since it could be a tricky spot, with hvac ducting potentially be throwing off signal from hub one floor up. The 15 on/off didn't work for me on the one bulb.
I do have a wifi ap in the basement, so if I can't get it to work, may need to go the whole wifi route with different bulbs.
Oh wow. The idea off all WiFi bulbs sounds much worse. Sengled do not repeat for each other (or anything else for the matter). That’s handy and problematic at times as you’re discovering. Your hypothesis about the metal interference sounds plausible. I would add a simple plug-in outlet nearby. Check the forum for advice on which works best with Sengled. Only place I need one for them I’m using my Xbee. That’s going to be overkill for your need.
Keep trying with the 15 cycles on that bulb. It might be defective, but out of the many Sengled BR30 bulbs I bought, none have failed to reset and join.
Obviously, you need to do this one bulb at a time. Just to be certain about technique here, you cannot have them all in the fixtures at once and flip a switch on and off. That would put all of them into pairing mode potentially. I pull bulbs out and have a socket that I’ve attached to a piece of wood with a cord. This makes it easy to either connect them to a power bar that has nothing else plugged in and then use that switch to flip it on and off, or just push the plug in and out 15 times (which works best for me).
