Sounds a lot like the scheduler issue mentioned in this topic, with the identification steps in other posts:

You will need to review your logs/past logs as I suggested above. The fact that this is happening with every app strongly suggests this kind of problem. The key is figuring out which app or driver so you can delete the job.
