Scenes by Mode Only If Lights are Off?

I'm using loving the Lighting and Motion app, however, I don't want it to activate, if the lights are already on.

Is there way to do Scenes by Mode in Rule Machine and I just can't find it?

Would it be possible for the devs to a an only active lights that are off option?
