Scene "Not Set"?

OK, I'm a Noob, confused about setting up and using scenes...

I've created a scene using a few groups of lights, but it does not seem to behave... I activate the scene, but not all the groups light up, let alone to the desired level. I go back to the app for the scene, and it shows the scene (which was previously captured) as being "not set"...

What on earth am I doing wrong? Do I need to create a separate group for each scene, using all the individual bulbs as members of the group? Why don't the groups behave as members of the scene?

You can get to help doc right from the apps by clicking on the ? at the upper right of the app page. Scenes are similar to how you would set them up on a Hue Bridge. The devices need to be in the state you want them when capturing the scene.

"Not set" means not activated.

Thanks for everyone's advice on this. Unfortunately, I'm still having problems with scenes not fully activating. I suppose the problem stems from having up to control 25 bulbs, divided into 8 groups. When I activate a scene that includes all of the groups being set to a low level, some of the groups light up and some do not. The scene ends up being shown as "not activated" though activating the scene a few times sometimes gets all the groups to finally behave with the scene then being shown as being on.

I am beginning to think that it is a "timing" issue, and that the activation command from the hub times-out before all the groups have received their commands. Could that be the case? Scenes involving just a couple of groups are seeming to work OK, other than the transition time not working very well.

Will I need to develop a "custom command" using the rule machine to stage the lighting of each group in a scene in a sequence instead of all groups at once? Is this even possible?

The area has some 25 bulbs. I have a "Chandelier" group of 5 bulbs, another group of 5 bulbs in ceiling cans that are above a set of base cabinets in a dining area, a group of 2 bulbs over the sink, another group of 9 bulbs for the main kitchen lighting, and so on. I have defined named groups for each of these bulb sets, and the bulbs do not overlap between groups activated within a scene.

My wiring situation is, shall we say, somewhat unique, and I cannot simply install dimmable (but not smart) bulbs and then control them from a smart wall switch.

[added....] To put it simply, my "groups" are sets of individual smart bulbs that are defined with the "groups" app.
