Scene doesn't like one device. Will not remember to turn it on with the scene

This dimmer doesn't get set by activating the scene it is part of.

Here the device has been set on both in the devices page and the scene adjust page.

Scene Turned off: (the 5 dimmers reporting ON are actually off, they are old dimmers that do not report.

Activate seen using the Green Activate Scene button:

The adjust scene shows the AccentLignts,console as ON

If I turn the AccentLignts,console from the device page back a the scene page there is NO capture scene option.

Any thoughts?
