Just my $0.02.
I had terrible issues when I used a power monitoring plug (maybe 3rd reality??). It was sending like 20 events every few seconds. Maybe there is a way to control how often the device reports to hubitat... but I quickly got discouraged and removed the device. I have not had any related issues since.
So, I would first remove that device from my network.
Remove it from hubitat.
Then reboot everything; and see if that "queue full" error persists.
