A comment that @Terk made got me thinking.
I couldn't find a reference to this request but I find it hard to believe it hasn't been asked. If I missed it I apologize for asking again.
Would it be possible to add a toggle when 'insert action before' was selected you could select the toggle and all additional actions would be inserted before that line until you unchecked it. This is one of the most frustrating parts of editing rules for me. This would greatly enhance the user experience.
