Rule Machine - For "Time"

I was very excited to get a power meter installed on my washer so I can determine when the cycle is complete.

I have a Rule in the Basic Rule application that:
WHEN PowerMeter is < 1w FOR 2min THEN Notification

I played around with conditional actions, but I'm not sure how to go about it.

Basic Rule will allow you to do this. You will need a rule that looks like this. Click the “Done” button on the bottom right when you have completed.
The rule should look like this:
