Rule Machine Action won't seem to Run

Define the following rule in Rule Machine.

Clicking Update Rule will give me a log message. But clicking Run Actions gives no log message, and the Actions seem to do nothing. The dimmer doesn't get its brightness set. The Local Variable never sees its value changed.

Rebooted hub. Same result.

Any help appreciated.

I wonder if something is busted in Modes?

But Mode Manager never changed mode to Day:

Do I understand that the rule runs okay, but the issue is that the mode is not changing to Day when it should?

Unfortunately, the mode doesn't change when it should AND the rule doesn't run.

And now modes have started working. I'm just going to move on to Room Lighting since that seems to be the new hotness.
