I have a rule setup as follows:
When Time is 7:00AM
Fade Light to 100 in 5 Minutes...
The rule is firing at 6:00AM, I verified my hub has the correct time what would cause this to fire a whole hour early?

What do logs show? Mind sharing a screenshot? That might help identify the problem.

EDIT: I didn't have logging turned on for the rule, I changed the time in the rule to 08:00 and enabled logging, more tomorrow.
Do you mind going into Apps, then click on the gear icon next to your rule and post a screenshot of it's settings and schedules?
It's pretty clear that it came from a rule, if it was a one off event, it might have been different, but fading commands over 5 minutes is pretty telling.
