It is for me now, but this is odd, because I definitely remember it not doing so before -- which is why I ended up using something else in the automations I alluded to above. I haven't used RL recently, and it's possible something changed from my original test, or maybe I had an unusual combination of settings. I tried an import from ML at one point (where I had additional "don't turn off" sensors only) that may have contributed, but I'm not sure anymore. I didn't spend much time troubleshooting since this was an experiment of curiosity, not a need I had.
I'm not familiar with anything named that. However, if you are referring to this app, it is one I wrote: [RELEASE] Lights on Motion Plus (dim before off, remember individual bulb states, etc.). You could probably get some help with that if you enabled all logging and shared that in the topic.
You might also want to try a Settings > Reboot with the "rebuild database" option selected under "Advanced." One app might be a rare bug or user error, but two makes me think something else is wrong.
If it's database corruption, this might help.
