Room Lighting works as OP expected in this configuration. The off is scheduled when the last active sensor becomes inactive even if the other(s) were never active. It does not require all sensors to be active at some point during the monitored timeframe.
The logs indicate the off was scheduled, hard to know why there's no off command. I'd suggest the OP try a new rule from scratch.
