Bug or lazy user? 
I use WebCore for almost everything but I do use Room Lighting for the absolute no brainers like turn on, wait x and turn off.
I find that if I have RL turn on a light via motion and turn the light off manually (before the timer expiry) that the light won't come on again automatically until the timer has expired; tis light might not work for 10 minutes (timer value).
If I check RL it will still say Active (On) for the light even though I have turned it off.
In WebCore the timers are cancelled as soon as the motion changes from active to inactive and the piston ready to turn the light on again in 30 seconds.
In general, Room Lighting assumes it's in charge unless told otherwise.
In your case, you may want to look into the "Activate even if already partially Activated" option under Means to Activate Lights > Activate Lights Options > Additional Options. You may also want "Turn off even if already partially Off" in the similar Means to Turn Off options as well.
