From a processor standpoint, is it more efficient to create one rule with an action plus a conditional wait trigger and a second action (example), or two separate rules each with their own trigger and action.

Example) Trigger: switch1 on
Action: on-light1
Wait for event: switch1 off
off-light1

Or in other words, does adding Wait conditions or events slow down processing?

No. a Wait is free. It just creates a subscription, just like a Trigger Event.
