With RM it's possible to delay things for a random time.
i.e. Delay by 120 minutes and select Random. The delay is a random time between 0 and 120 minutes.
Could it be possible to have Delay by 60 to 120 minutes - Random. The delay is a random time between 60 and 120 minutes.

Sorry!! I was just augmenting your Request. Offering an alternative way to make the change you're requesting. Bruce's RM 2.5 announcement was full of "Removal of Limitation" info. By allowing more than one Delay per Rule, it kinda, sorta (if you squint) fits.

OK, not to be pedantic, but you can do this now.
Set up an Action that has a random delay of 60 minutes, and put your actions there. In the rule where you want to use the random delay between 60 and 120 minutes, use delay 60 minutes, and the action is to run the other Action.
That's not elegant, but it will accomplish what you want. I'm always torn between more UI complexity vs more functionality. Putting in stand alone Actions was a means to keep the UI complexity down, while allowing for fairly complex things to be built.
