Title says it all: when you Export a rule, the default filename ends in ".txt", but when you Import a rule, the default filename search is for ".json". You don't see any of your previously exported rules unless you change the filename filter in the Open dialog to "All files (.)".
When I tried those same steps in Chrome (latest) in Win11, using a C-7 hub running 2.4.0.146, the Import... stage brought up the File Manager dialogue with multiple custom file types pre-selected, including .TXT:

Win11, running Firefox. You are correct - I see the multiple custom file types pre-selected with both Chrome and Edge.
