RL transitions on activation though disabled

I have "Use transition for activation" unchecked, but it still uses the transition when activated, both when I click "activate" and when using a button selected in "means to activate". I expected the transition to only happen when changing between modes when that's unchecked. What am I doing wrong? I couldn't find any similar issues posted on the community forum. Is this a bug?

The docs mention a "'create transition' option," but I see no such option. I also can't find any mention of the "Use transition for activation" option in the docs. Do the docs need to be updated?

I tried attaching a screenshot of the configuration to this post, but got an error saying "you can't embed media in this post"
