With all this COVID work from home etc.. I have time to reset my c4 and install the C7 from scratch with out using any rules etc from the C4..
What's is the best way to reset all devices so the sync up with C7 as primary?

One at a time.
You'll start Exclude on the C-7 and do-the-dance with each device to get it to go into include/exclude and watch the Hub, it will tell you "unknown device excluded"
OR
Factory reset each device, following the specific dance-steps-for-factory-reset per each manufacturers instructions.
THEN
Include it, individually into the Hub.

No.. OP said he was 'done' with the C-4.
ALL Z-device controllers can Exclude devices that have been, or still are, joined to another controller. Therefore my advice is to power down the C-4 and just do everything on the C-7.
If he hadn't said he was going to reset the C-4, yes, I'd say to remove from the C-4 first, because that keeps the C-4 intact for future use. That method is what I did when I split my house from one hub with everything into two hubs: 'upstairs' and 'downstairs' I specifically decided to name the old hub "downstairs' and remove devices from it. Ultimately that left the original hub fully functional with the reduced count of devices. After removing from the old hub, I Included each device to 'upstairs'.
It's a big task no matter which way you look at it.. if the old hub is to be 'discarded' (aka resold) then just power it off after a Full Reset.
Sorry, I took it that he wants to migrate before the reset.

May I ask why you don't load the C4's DB onto the C7?
You then have all your rules.
You can just re-pair your zigbee devices to get them across.
You will just need to exclude and include your z-wave devices and redo the rules that have those z-wave devices.
Just a thought.
Unless of course you just fancy starting from scratch to get rid of any 'rubbish' your may have on your old C4.
Oh that's a bit worrying. In theory couldn't my next door neighbor (assuming the z-wave signals could get through the wall) decide to exclude all my devices from my hub and connect them to hers?

Not really; they can put thier hub in exclude mode, but you still have to put the device in exclude mode as well.
Another thing though that is helpful; a z-stick. You hold in the button, it flashes yellow. Put device in exclude mode; z-stick flashes blue. Device excluded!

Yep; I bought the above stick to update firmware and stumbled on this use of that model by accident. It has saved me hours over the years.

I think this is the reason the manufacturers make us do such a difficult 'dance' to get devices into In/Exclude mode.
If you have the Aeon MiniMote, it will also act as a portable Exclude, just like the Z-Stick, but it's one per button press.. the Z-Stick returns to Exclude after each. You can Exclude a whole room in seconds this way. In other words, once in Exclude mode, the Z-Stick stays there til battery-save timeout OR you click the button to exit.
In general, yes. Of course on most Jasco/GE switches and dimmers it is a single up/down button tap (although it is configurable on the newer ones to be 2up-2down taps). lol.
But I rarely touch the physical buttons anyway, so am not concerned.
First they would have to know you are running Zwave. Then they would have to be in Exclusion mode while you did the special button sequence on your device. If they successfully could do that, then they would have to somehow do an inclusion while doing the special button sequence on your device.
In other words, they would either have to be extremely lucky to catch you doing the button taps, or they would have to have physical access to your home. Neither of which is very likely to happen.
Just realised I haven't been making a note of all the special button presses for all my zwave devices
