All the conditions of required expression are true, but the RM recognized false.
I found that required expression's condition works like trigger.
Required express changes only when the conditions are triggering.
Can you run on logging on the rule and post a screenshot of the logs showing the trigger firing? Can you also share a screenshot that shows the trigger for the rule?
I don't know if you are experiencing the issue discussed in this thread, but it could be.
