Read my post above about Notifier and HSM Custom Rule.
In the meantime, change it from a trigger to a rule, and that will mean that it goes true on the first report, but won't do anything on subsequent ones since there won't be a change in rule-truth.
There are other work-arounds that are possible, but I'd just wait for the next release to make it easy.
