Remotech ZFM-80US not recognized by C8 Hub

I am trying to add a new Remotec ZFM-80US hub to my C8 hub on platform 2.3.9.162. When I run inclusion, it can't find it. When I run exclusion, it runs the 30 seconds and allows me to run inclusion again. I have tried using the Remotec switch and relay as well as generic relay.

Any suggestions would be appreciated.

I upgraded to platform 2.3.9.164 and ran the exclusion again, then was able to include in the network.

If I had to guess, I'd suspect it was the reboot that happens during an upgrade that was the actual improvement.
