When you create a rule, you add the notification as an action. Or you can use the Notification app as @anon47916022 pointed out. Several ways to do it..

I'm still muddling through this - so I'm keeping this thread open until I am contented... 
In the meantime, I have posted a different issue - constant job-failed messages!!!
