I had this problem before and it was Alexa hunches. Alexa hunches are turned off and the problem has returned. 3 lights grouped together and one of the three turn off at different times. I notice on the event on second row that command (off) issued by Alexa.
I'm not convinced when hunches are turned off that they are still running. I have them turned off as well and now and again I get the alexa has a hunch that you want to......message.
I'm sure you probably already double checked but did you ever have a routine that triggered those light that still may be there.

Yes I checked and there are no routines. Strange thing I asked Alexa if there were any activities last night or this morning and reply was no but when I went on the app it showed activity. Is so random and only happens with the outdoor lights. I have a dozen indoor and no problems.
