All, after the advice above, I've built the rule and its quite simple now I've got my head around it. So, 4x random hub variable math using Bruces' advice. ( 1 per bulb ) Then each bulb uses the respective hub variable as a delay. 30 mins (1800 seconds) between variable refreshes and then each bulb toggles to the random variable tiime. Ultimately, each bulb can be on/off for up to a maximum of 1 hour (3600 seconds) see images for clarity. Hope this assists anyone who may be looking for a similar rule
