Quirky notification app behavior

I have it set to notify every 59 minutes monitoring 3 freezers. I assumed each device monitored would be an independent event but when swapping batteries nore than on got above 20 degrees and it only notified me about one. Is this expected behavior or a bug. If expected what is best way to get the behavior i desire (a separate rule for each device .. then why allow multiple devices?)

Strange now it did notify me on the other freezer in less than the 59 minutes but you can see from the attachments below it missed the 11:22 pm notification for basement freezer.
