Proliferate “Don’t turn off if already on” and it's inverse everywhere

In certain situations, if I run a scene that sets dimmers and turns off lights, if one is already on, I don't want it to actually turn off.

For example at 1am I run a scene that turns all lights off and sets various dimmer levels to lower values so if we hit switches at night we don't blind ourselves.

However, I want to exclude the bathroom light from turning off if it is on (to not shut the light off on someone if they are in there)

I also want to exclude the guest bedroom light for the same reason. Those two devices would only dim, not turn off.
