Hi!
I want to build an app for myself but i have no idea on how to do it 
My situation:
We have the occasional power outage where we live and most of our bulbs turn on full bright when the power comes back on.
My solution:
I have created a rule that when hubitat starts, if checks chosen bulbs, and if they have "switch: off" then send off signal.
This means that if the bulbs where turned of before the power outage then they should still be turned off when the power comes back on.

Now this works great, even if there is a minute delay before the hubitat comes back online, I would like to have an app instead, that does the same thing, but instead of having to edit this rule whenever, I want to be able to just check boxes for what bulbs i want to do this for.
Can someone please help me make something like this? Please
