@ogiewon apologies for the late response but I've been really busy at work.
I tested the code you suggested but I noticed that it kept being tested pretty much every second so I ended up sticking with the original solution offered by @pseudonym which pauses the rule once the plug reports certain levels of wattage. I do appreciate your suggestion though, thanks again.

If this is the case, you may want to adjust the power reporting interval/threshold of the device to prevent it from spamming your zigbee/z-wave mesh network. Chatty power reporting devices can cause quite a bit of traffic, leading to other issues on the Hubitat hub.
