I have mostly LIFX bulbs and noticed that when power returns after power outages they are all ON - is there a power restore state setting for LIFX bulbs like some of the others bulbs I have seen?
This is not currently a LIFX feature and depending on the age of the bulb it never will be. For the few LIFX bulbs that aren’t on a smart switch i use an automation that detects that power has been restored and turns the lights back off.

How do you detect power has been restored after an outage?

As a last resort I checked in the LIFX app - no luck.

What firmware are your LIFX bulbs? Most should have the feature in the app (https://support.lifx.com/hc/en-us/articles/37787076098071-Light-Restore-What-happens-after-power-changes).
