This happens with both Lutron Fan and GE Smart Fan Control devices. In the Manage Conditions of the Action Section for RM (2.2.0.128), the condition for fans being off won't show a fan being in the "on" state.
You would need to select the device as a switch not a fan.
Could you make your 'on' condition a 'not off' condition, instead? I haven't tried it, but my fan controller's speed is listed as 'off' when the fan is indeed off.
The thing I don't get is that it sees the fan speed as "off." Using the switch option will probably work, but I'd like to see it be consistent.
You can't have more than one state for an attribute so what you are effectively asking for is rather than state the actual speed setting to just say on.
The correct way to do what you want based on the speed is to do @JB_TX said and use a "not off " condition.
