Please tell me what I am missing

The action is to turn on the master ceiling. All conditions are favorable and the restrictions are false. It says active and the light is off, both in reality and on the state indicator.

What do "Logs" say? Looks like you have them enabled for this app, as you should if you're troubleshooting, so you just need to look at them (starting filtered to just this app) to get some ideas. Enabling debug logging too may help if that's not enough.

I had something similar on one of my much simpler RL instances. I think to resolve it I used the 'switches that determine all lights are off' option.

In my case it was user error - triggering the rule with motion then absentmindedly turning off the light at the switch as I left the room. The rule was therefore still active and continually resetting the wait for motion inactive timer when I went back into the room (but the lights wouldn't come back on because the rule thought they were already on). Including that option ensures that if I turn off the lights manually, the rule is immediately no longer active and ready to trigger on motion again.
