Not trying to take the credit away from @ogiewon and @marktheknife, but I did suggest this as a possible problem in post #7. LINK
You didn't say, but I assume the Cable ISP is different from the Fibre ISP.
It looks like the PC had been programed to use the Cable ISP's DNS private server which was only accessible on the Cable network.
Now you are using a public DNS server, which is available to everyone.
