These symptoms are consistent with my experiences. I'm glad you have the skills to do the technical analysis. I eventually reset the radio twice. Everything is now working.
I'm unable to successfully pair Iris motion sensors, Hue motion sensors, NYCE motion sensors (some not all), Sinope load controller. All on C8, 2.3.5.103. Note that my Iris plugs have worked with no problems, including after all the steps mentioned below.
