NPE when editing rule actions (RM 4)

Hey folks, went to edit a rule in RM 4.0 and got an NPE clicking on the Actions. It's a small rule and can move it to RM 5, but figured I'd report it as well. I don't know what got me into this state (maybe I screwed up by hitting a Back button, but I don't recall). I can consistently repro by just clicking on the Actions to edit them, and it immediately throws an error.

Did you ever find the cause or resolution? I have this happening suddenly, after a seemingly benign modification, to a legacy rule.

The rule still runs just fine...but I can't modify it now.

No, I just recreated the rule in the latest RM.
